These letters killed five people, sickened 17 others, and added new layers of fear and uncertainty in the wake of the deadly plane hijackings. Post Offices were closed down for decontamination. Work in Congress ground to a halt. A tidal shift toward the use of email began. And despite the FBI committing massive resources to the anthrax investigation, including an estimated $3 billion in funding, the agency ultimately needed seven long years to track down the culprit, whose identity shocked the nation.
